A vessel designated as “fuel-ready” has typically incorporated structural provisions intended to enable a later conversion. These may include reinforced foundations in the engine room, reserved tank spaces or pre-planned pipe routing. The critical point is: none of these elements need to be functionally installed. Ready means that a pathway has been technically laid out but not yet taken.

By contrast, “fuel-committed” describes a complete system decision. The engine is designed or converted for the respective fuel, the tank systems are installed and certified, and the safety equipment complies with the IGF Code or comparable frameworks. A committed vessel can use the fuel in question from day one – provided the supply infrastructure is in place.

The technical grey area between ready and committed is substantial. Many newbuildings today are delivered with dual-fuel main engines capable of burning methanol or LNG, but owing to the lack of installed tank systems, they operate on conventional fuel only. Such vessels are neither fully ready nor committed – they occupy an intermediate state that must be precisely described in contracts.

Classification societies have developed different notations for these states. DNV, for example, distinguishes between “Gas Ready” and “Gas Fuelled,” whilst Lloyd’s Register offers its own gradations for “prepared” and “fitted.” For the operator, the key is to translate each notation into concrete technical reality – not to trust the terminology blindly.

Practical Implications for Contracts and Valuations

Confusing ready and committed has direct financial consequences. In the S&P market, premiums for readiness designations are demanded that can range between USD 500,000 and 5 million depending on the fuel pathway and actual level of preparation. Without a clear technical definition, a buyer may in the worst case purchase a statement of intent at the price of functionality.

In charter agreements, the distinction affects clauses on fuel choice, cost-sharing for subsequent conversions and liability in the event of regulatory changes. BIMCO has created initial standardisation approaches with the FuelEU clauses, but the technical precision of the readiness description remains a matter of negotiation between the parties.

For banks and insurers, the distinction is equally relevant. A committed vessel has a clearer risk profile because the technical configuration is fixed. A ready vessel, by contrast, carries the risk that the conversion becomes more expensive or technically more complex than assumed at the time of valuation.

Case Context: Terminological Ambiguity in Practice

The ambiguity becomes particularly evident with LNG. Several shipowners ordered vessels as “LNG-ready” where subsequently only the engine room geometry and reinforced foundations were in place. The cryogenic tank systems, gas supply units and safety systems were entirely absent. The actual conversion costs exceeded the original estimate by three to five times.

With methanol newbuildings, a similar pattern emerges. Some yards offer “methanol-ready” as an option that merely encompasses the installation of a dual-fuel engine – without associated tank systems or safety equipment. The step from ready to committed then requires a substantial yard stay that was neither planned for in terms of time nor budget at the point of the original order.

Decision Framework: Ready or Committed?

The decision between ready and committed depends on three factors: first, the availability of the target fuel on planned routes within the next five years; second, the remaining service life of the vessel and the associated payback period; third, regulatory pressure, particularly from EU ETS, FuelEU Maritime and the CII trajectory.

If the fuel is available on the main routes, the remaining service life supports the payback, and regulatory pressure forces a near-term switch, committed is the right choice. In all other cases, ready can be a reasonable intermediate stage – provided the actual level of preparation is honestly documented and contractually robust.

Contractual Language That Closes the Gap

Because ready and committed are not legally defined terms, a memorandum of agreement or charterparty that relies on them without further specification effectively imports whatever the buyer or charterer assumed the term meant. A more robust approach lists the concrete technical elements the seller warrants are present — reinforced foundations, reserved tank volume, specific pipe routing — rather than the label alone, so that a dispute later turns on verifiable facts rather than on competing interpretations of a marketing term.

Where full technical specification is impractical within the contract text, referencing an attached technical annex or survey report, and stating that the annex takes precedence over any general readiness label used elsewhere in the agreement, achieves a similar effect. This approach also protects sellers who have genuinely delivered a thorough readiness package, since it lets them demonstrate the substance behind the label rather than being grouped together with sellers who used the same term more loosely. Clear contractual language benefits both sides by aligning the price paid with the technical reality delivered.
